BY-LAWS
ARTICLE I: Membership
Section A: Full Membership Classes/Description.
1. Individual: [Age 18 & over]
Full members have the following rights.
-Vote in all club elections
-Hold office
-Serve on Committees
-Attend all club functions
-Access to copies of any of the club publications
-Access to the club business section
[Age 17 & under] has the same rights as an individual member, but may
not hold office or vote.
2. Family/Couple: Adult member, spouse/significant other, and all
minor children under the
age of 18. Family members shall have the same rights as Individuals,
depending on the age group they fall into.
3."Associate members" defined as unpaid, web based membership, without
voting or discount privileges.
4. Visitors: Persons or families interested in becoming members.
Section B: Membership Dues.
1. Terms: All dues shall be annual; beginning the month application and
renewal dues are due during same month of successive years.
A. Delinquency of membership shall begin at the end of the calendar month that dues are
due and last for 2 calendar months. During this time period members will have the same
right and privileges as full member. During the 3rd and 4th months members will be able
to read the Club business section but not respond or vote.

2. Full Membership classes and dues.
A. Individual -- $10.00
B. Family/couple -- $15.00
3. Membership is granted after completion and receipt of membership
application and annual dues.
4. Membership dues shall be non-refundable, except in special
situations as determined by the Board of Directors on a case by case
basis.
Section C: Flaming, Delinquency and Expulsion.
1. Flaming will not be tolerated. A post will be considered to be a
flame if it
includes angry, hostile or abusive language directed at an individual
or
group of individuals, as opposed to being constructively critical of
the
ideas being discussed. At any
time, anyone may report a possible flame to a moderator (any one in
the
IAA Mods group). If the moderators agree that the post is a flame, the
following actions will be taken.
A. First Flame: The member will be given a warning via private
messaging.
B. Second Flame: The member is put on moderated status (cannot post
on the forum) for 30 days.
C. Third Flame: The member is banned from all club activities for a
minimum of six months.
2. Expulsion: A member may be considered for expulsion when extreme
circumstances have occurred, which are detrimental to the aims, goals
and the good for this club.
A. Any members may bring charges and request for expulsion of a
fellow member. This must be in writing and addressed to the
executive board.
B. The board will then investigate, discuss the request, interview
the
person considered for expulsion, and vote on the request. The vote
must be 90% for expulsion.
C. The board will then inform all concerned parties and bring it to
the
membership, the vote of 2/3rds majority is needed for expulsion.
ARTICLE II: Meetings and forum.
Meetings: The club shall hold regular events for its
membership
and visitors with fun and informative programs that will advance the aquarium
hobby. The meetings will also have a brief business portion for the
purpose of conducting club business.
The club officers shall have scheduled meetings for conducting club
business, spending
money needed for the smooth and efficient operation of the club.
Forum: The Forum at
www.iowaaquaria.com is the primary
means of
communication for the IAA. These by-laws and the hierarchy defined
by them shall be observed on the forum.
1. Forum moderators should understand that they are being entrusted
with the care and smooth friendly operation of their respective
forums. These post/files are the property of IAA as an entity.
Moderators are not at liberty to delete, destroy or alter said
property. If a post is considered inappropriate, then:
1(a) Once moderators duties are invoked by inappropriate posts they
are expected to conduct themselves with objectivity. They are expected
to issue the appropriate predetermined warning and move the post/thread (if
required) without adding any personal comments.
2. Any substantial variance from these guidelines would constitute
cause for possible removal from moderator status, and depending on the
severity of the situation up to banishment from the club.
ARTICLE III: Officers.
Section A:
1. The total number of Officers shall be 5.
2. Term of club officers shall be for two years, with elections held
online in February or as needed.
3 No officer shall succeed himself for more than two terms.
4. The President, Vice President and Secretary positions will be
elected in even numbered years and Treasurer and Volunteer Coordinator
in the odd years.
Section B: Board positions and duties of officers.
1. President: Shall be the principle executive officer of the club.
Shall
preside at all club meetings and board meetings, but cannot vote
unless
to break a tie.
2. Vice-President: Shall act as advisor to the president, shall act as
parliamentarian and in the absence or inability of the president, take
over his duties.
3. Secretary: Shall keep the records of the club, record and post in
the Board of Directors section within 14 days the minutes of the club
and board meetings and keep a hard copy of the treasurer's report.
Keep a hard copy of major club access passwords.
4. Treasurer: Shall be the custodian of all the funds of the club;
prepare regular quarterly reports of the money and present them to the
board (for approval) and membership, and at the approval of the board
pay bills.
5. Volunteer Coordinator: Shall provide and keep jobs descriptions of
all
club committees, activities, and events.
There will also be four Committee Chairs that can be appointed by the
Board of Directors. They are:
1. Editor: Shall provide an online newsletter to the membership on a
regular basis, seek articles for the newsletter and correspond with
other
clubs.
2. Web Coordinator: Administrator of the forum and E list, monitor the
web site and presides over the forum moderators.
3. Fish Show Chair - Organizes/decides details of shows, documents
categories/classes of shows, members places in them and what fish they
entered, procures awards (ribbons/plaques/certificates), arranges for
set-up and tear-down of racks, tanks etc. and is trusted to appoint
judges (whose decisions are final). He/she will appoint a committee to
assist in these duties.
4. Breeder Award Program Chair - Is the final authority on BAP. He/she
is responsible for documenting all points, organizing BAP auctions and
submitting results and monies to Board of Directors/treasurer. He/she
will appoint a committee to assist in these duties

ASSOCIATION in February of 2007
